The Director of Nurses (DON) for Integrated Clinical Services (ICS) holds a pivotal role in ensuring the quality and safety of nursing services delivered by licensed and unlicensed staff within the organization. This position oversees various aspects of nursing operations, including infrastructure, training, and support, to ensure compliance with Joint Commission standards and relevance to community needs while maintaining fiscal responsibility. The DON serves as a clinical consultant for the Infection Prevention Program and Immunizations program. Collaboration with site clinical leadership teams, the Medical Director's Office, Student Health Centers, and external stakeholders is essential to achieve shared programmatic and quality goals. Key Responsibilities: Ensure the quality and safety of nursing services delivered by licensed and unlicensed staff. Provide infrastructure and tools for nurses and medical assistants to work to the top of their scope of practice. Ensure training and support for staff to consistently meet Joint Commission standards. Develop programming relevant to the needs of communities served while remaining fiscally responsible. Directly supervise Health Center and Call Center Nurse Managers and Supervisors, Nurse Development Consultants, and the Population Health Supervisor. Serve as a clinical consultant for the Infection Prevention Program and Immunizations program. Collaborate with site clinical leadership teams, the Medical Director's Office, Student Health Centers, and external stakeholders to accomplish shared programmatic and quality goals. Provide leadership and coaching to ensure awareness and consistent implementation of nursing standards, policies, and protocols. Respond to patient complaints and clinical incidents with a patient-centered, risk management focus. Report to the Chief Operations Officer and work under the clinical supervision of the CCO. Be a member of the Executive Senior Management Team. Provide leadership and direction to health center staff to ensure timely, respectful, clinically sound, and professional patient care. Work with health center providers and staff to establish service standards and develop organizational plans within funding limitations. Provide leadership for ongoing quality improvement of services provided. Foster a work culture of respect, trust, and understanding for the diverse populations served by the Health Department. Promptly address conduct that interferes with providing a work environment free of illegal discrimination and harassment. This role requires a dynamic individual who can effectively lead nursing services while ensuring compliance, quality, and patient-centered care within budgetary constraints. The Director of Nurses (DON) for Integrated Clinical Services (ICS) plays a critical role in advancing the mission and goals of the organization while promoting a culture of respect and inclusivity. As the ICS Director of Nursing, other duties include: Nursing Services Plan, organize, manage, and administer nursing programs including community health nursing, medical assisting, nurse triage, nurse education, care coordination, care management, and population health management. Develop and implement nursing strategic plans and new nursing programs and services. Ensure quality and compliance of nursing services in accordance with the Oregon Board of Nursing and Oregon Board of Medicine. Ensure adherence to clinical standards and in alignment with The Joint Commission, Patient Centered Primary Care Home, Occupational Health and Safety Administration (OSHA), Centers for Disease Control and Prevention (CDC), and Health Resources and Services Administration (HRSA). Shares oversight with Chief Clinical Officer of nurse and medical assistant onboarding, competencies, training, continuing education, and credentialing and privileging. Oversight of quality assurance and performance improvement and nursing services-related clinical complaints and incidents. Employee Development, Management, and Labor Relations Creates a work culture of respect, trust and understanding for the highly diverse populations the Health Department serves within the program. Provides clinical consultation and oversight for Infection Prevention and Immunization Program Specialists. Provides supervision, mentorship, guidance and support to the nurse and Medical Assistant (MA) leadership staff. Creates and supports feedback staff audits and regular feedback loops in alignment with Safety Culture philosophy practices. Oversees and develops relevant trainee programs to support career pathways in partnership with Health Human Resources. Conducts regular check ins, performance planning review with each direct report. Review applications, interview and hire personnel in accordance with the rules and regulations of Multnomah County and applicable collective bargaining agreements, to develop a talented, experienced, and diverse workforce. Completes appropriate documents and paperwork for each recruitment and new hire process. Assure appropriate training and coaching has occurred for new and transferred staff and annual competencies are complete. Labor Relations: Provides nursing management expertise in the negotiation and implementation of nursing contracts; participates on labor/management committees; serves as management's representative during grievances and labor negotiation processes. Oversight of patient care services. In collaboration with Medical and Operational Leadership, ensures safe and effective clinical staffing and the education and training of nursing and clinical assisting personnel. Clinical Operations Collaborates with operations leadership to ensure safe and effective staffing. Collaborates with access leadership and clinical leadership to ensure timely access to triage and care. Shares oversight with Chief Clinical Officer of after-hours nurse triage service. Collaborates in the development of continuity of operations planning and execution. Writes and implements new policies and procedures when necessary. Develops plans for education and communication for new or revised policies and procedures. Committee Membership and Leadership This position serves as a member of Pharmacy and Therapeutics Committee; co-chair of Infection Prevention Committee; the executive sponsor of Nurse Practice Council Committee; and the Chair of Nurse Executive Committee. Develops meeting agendas, talking points, timelines, trains delegate attendees and members in this position’s absence, etc. as needed, based on the position’s responsibility and membership level within each committee. Represents each committee and Integrated Clinical Services and department to internal and external groups and events. Fiscal Accountability Contributes to the development, monitoring and necessary revisions of the annual budget for the primary care integrated clinical teams, focusing on the utilization of nursing and clinical assistant staff, medical equipment and supplies. Develops, administers, assists, and monitors budgets; develops justifications for budgetary recommendations and/or adjustments; participates in forecasting additional funds for staffing and resources; identifies, obtains, and manages funding from grants and community partners; and participates in the interpretation, negotiation, management, and enforcement of contracts.
